Bulgaria is the EU’s most carbon intensive economy with a potential to drastically increase carbon capture and storage capabilities in prominent industries such as cement and chemicals production.

To unlock Bulgaria’s CCUS potential, the government should integrate carbon management into its long-term strategic framework, align legal provisions with EU directives, and leverage EU funding instruments such as the Innovation Fund, Connecting Europe Facility, and Just Transition Mechanism. These actions would establish the foundation for a viable CCUS market and position Bulgaria as a regional leader in industrial decarbonisation.
